Hearing on English Language Learners

There was a hearing on the hill this morning on English Language Learners and NCLB. Good for a basic review of key concerns- poor quality data and instruments for counting ELLs and measuring their language proficiency, and how to ensure effective teachers for this population- but not so illuminating if you're looking for new ideas on what to do about all of this.
